The internal mayoral election was held Tuesday, which was the first meeting of the council since the September 14 election.
Returning councillor Neil Gorey was elected to the role of Deputy Mayor.
Joining Crs Harvie and Gorey are returning councillors Geoff Wise and Dennis Gleeson, along with Gen Campbell who served during a previous term.
Gary Pappin, Kylie Berryman, Joy Allan and Bianca Hurn have all been elected as councillors for the first time.
Cr Harvie - who has experience as a mayor from his time at Deniliquin Council - said he is honoured to have been elected to the role, which he will fill for a minimum of two years.
He said he is also looking forward to working with fellow councillors over the next four years.
"I look forward to working collaboratively with our newly elected team, to serve the needs of our residents,“ Cr Harvie said.
“We need to be open, accountable and transparent and strive for evidence-based decision making.”
Cr Harvie is a strong advocate for working with the community to address local issues.
“I’m looking forward to working alongside the community to continue to ensure adequate services are provided and to create new opportunities to ensure our region remains a vibrant place to live."
Council has resolved that ordinary meetings will remain on the fourth Tuesday of the month, at 1pm.
The next meeting of council will be on October 22 at the Moama Council Chambers.
